Andrew Fletcher of Saltoun (1653-1716) was a Scottish writer and politician. He is best known for his political and social commentary, particularly his advocacy for agrarian reform and constitutional monarchy.

Fletcher was born in East Lothian, Scotland, into a wealthy landowning family. He studied at the University of Edinburgh before embarking on a career in politics. He served as a member of the Scottish Parliament from 1678 to 1681 and again from 1689 to 1699. Fletcher was known for his opposition to the Union between Scotland and England, arguing that it would result in the loss of Scottish independence and the exploitation of Scottish resources.

Fletcher's writings often focused on agricultural improvement and the importance of a strong economy for the well-being of a nation. He believed that Scotland's natural resources, particularly its fertile land, could be better utilized to improve the living conditions of its people. He advocated for investment in agricultural infrastructure, the development of industry, and the promotion of trade.

In addition to his views on economic reform, Fletcher also wrote extensively on political theory. He argued for a more equitable distribution of wealth and power, advocating for a constitutional monarchy that would limit the authority of the monarch and protect the rights of the people. He also critiqued the corruption and nepotism he saw within Scottish politics, calling for greater accountability and transparency.

Despite his influential writings and political career, Fletcher was not able to enact significant change in Scotland during his lifetime. However, his ideas and writings continued to be influential long after his death. He is often regarded as an important figure in the Scottish Enlightenment and his work is studied by scholars of political theory and Scottish history.
